If you are at the bit before you go into the militia base it is in the bombed out building, to the right of the entrance to the underground base.

If you have just met Drebin and are in the collapsed buliding you climb up to the top floor and dangle down to the floor below.

You shouldnt neeed to have the RPG 7 though, if you want to use it before you go into the rebel base, it is possible to just ignore the PMC tank and go straight down. The militia will let you through still.
