Help on buying a pocket bike?

i am 200lbs, live in Chicago, and i want a pocket bike. whats the best bike i can buy that is cheap, is enough for the road (at least 40mph), and i dont need a motorcycle license for?

they key thing to look for is a bike that has a mitsubishi engine. One of the only places that sell bikes with that engine is http://www.xtrememinimotors.com . They really gave me a good deal on my bike. hope this helps
