Help on employment authorisation card?

I checked the status of my case in USCIS website and I discovered that my case was approved since May and that a notification have been sent to me. I called the customer relations and i was asked to download and fill form I 824 requesting that a dupilicate form be sent to me. But I was supprised to find out that the form I 824 has a filling fee of $340. Pls can someone give me an idea of what to do cos this is unbelieveable. I did not get the first letter of notification that was sent to me, i have not moved, i don't understand why I am being penalised and asked to pay extra fee for the form to be resent to me for an error that was not my fault. pls if u know of another way for me to get my Employment authorisation card without paying this fee, pls let me know.

You need ask that they track down the first notification that was mailed to you.  You need to ask if the address they mailed it to is correct - they also make mistakes.  Maybe it was returned to them.  Request that they track the first mailing.  

Be polite and ask that they check.  It may be as simple as asking them to re-send it.  

Duplicates are for lost or misplaced items which is not applicable in your case.
