Help on trying to make a moving picture. PLEASE HELPP [:?

Okay so I'm trying to make a moving picture. Is there any website that I can go to and enter like four pictures, and make the picture change like this-http://s150.photobucket.com/albums/s85/renef12/?action=view&current=eeeehh.gif but with like, good quality and stuff?
