It's two-thirds of the Fresh water runoff to the Arctic.  Considering that it's based on the whole landmass combining asia and Europe, the Northern part of these continents take up two thirds of the whole artic Circle, while giving the one-third of the other mass to the Northern American continent (which is only separated from the Eurasian continent by the Bering Straight and Atlantic Ocean).
