how can i find background information on a person who did a hit and run on us and i know theyre adress?

how is a hit and run when you know where the person lives?  Also, what does that have to do with a background check?  What do you really want to know?  I'd be glad to help you, and if that is your real picture,  can i see more?

If someone hit your vehicle on public property and left he scene of the accident, take your information to the police.  Filing a report and letting them investigate is the best route.  

If it happened on private property, the police won't investigate, but your insurance company will.  File a claim and give them the info you have.  They will repair your vehicle under your comprehensive coverage and their investigators will work to recoup their money.  Comprehensive damage doesn't affect your driving record, so it doesn't affect your rates.  

If you don't have comprehensive coverage, all you can do is gather what info you can, like photographing the damage to both vehicles and filing in court to recover repair costs.

You know there address and name write them a letter saying get hold of me or turn your name  and address in to police and your insurance co. They sure will get hold of you.
