Help settle a bet. Syrup: Condiment or topping?

Pretty self explanatory. Would you consider syrup a condiment, like ketchup, or a topping like whip cream?

  2. How many times have the people at Baskin Robbins or ColdStone asked "what Condiments do you want on your Sundae?" Topping!

  3. Condiment- it's one consistent thing. toppings bring to mind cherries or fruit, etc.
