how 2 remove the picture[background picture] behind the toolbars in pc?

Are you referring to the Desktop picture?  If you are using Win XP then right mouse click on the Desktop and when the menu appears click on Properties and then click on the Desktop tab and down at the bottom it will say Background.  In there is a list of images you can use to change the background to or just choose a colour on the right.  Click on Apply and then OK.
