Help! which liners shod i use that wont bug my eyes?

okay i love to were eyeliner but sometimes when i use cheaper brands my eyes start to look red. and since my skin is kinda oily then my make-up runs! it is gone in at least 2 hours! any liners and eye shadows that dont bother sensitive eyes or that dont run?
