  1. Well I am Profound Deaf so i know alot these questions

First If he need hearing aids there are assistive places you can go that depending on your income will pay in full for them and all Dr. Appointments.

-Secondly he can go ahead and take GED at local community college since is just a  written test dont really need an interpriter. If does the school by law will provide on for him.

-I dont understand why he need Dogs to help him. You can get all assistive technology for free if he doesent already have. Like TTY phone-VR sys, alerting systems.

Medical insurance is tough . If want full insurance then i know here the community hospital has one that is free and you only have pay 5$ for doctor visits and medicine.

    - have them applu for dissability. though cant work when you are on it.

-There alot of information out there. but i suggest letting them do it. In America you need to learn  to be independent/. I know what it is like and know can be done. I am profoundly Deaf live with my brother by I am complete independent.

    It can be done.

  2. First of all, the government has set up standards which you can find at National Association of Deaf:

Also, in working with schools in Michigan, I understand that the county or ISD often offers the testing services to get you started.  The rest may be of cost to the family, but the school is very good about connecting the families with the right people.  I have been in classrooms where I must clip a students hearing aid device to my collar so that they may hear properly.  There's no reason why they should be just barely passing school strictly due to the lack of services.

This site tells about dogs for the deaf:

I'm not really sure where else to send you, since I don't even know where you are from.  My advice is to just google it.  That's what I did.
