Help with PhotoFiltre please?

Hey i need help with like outlining pictures, i would like to learn how to do like this picture but im not sure how to like get that background bedhind the picture so please help me

The easiest program to use is probably Photoshop, but you can use others like The Gimp, and PhotoCanvas, etc. You can use the eraser and magic wand tool to get rid of the background. Or isolate the image of the girl and do a drop shadow or glow effect, to make her stand out more. you can even change the background to another color and go wild!
