  1. this is x to the first power times y to the minus third power, and is written equivalently as:

    x/y^3

  2. simplify  xy^-3

    y^-3 means: 1/y^3

    so

    x*1/y^3

    =x/y^3 "answer"

    another example:

    x*y^-2.45

    =

    x/y^2.45
