Help with a 1995 Ford F150 2X4 In line six, manual trans.?

As I said it is a 95 F150 2X4 in line 6, with the manual trans. I am an ASE master certified mechanic and have many chrysler certifications, so you don't have to baby it down for me. The problem is that the ruck hesitates on accel and the MIL comes on and then goes back off. Used a snap-on scanner to try to get codes. i didn't get anything w/ KOE-off test or with running test. The owners manual said something about fuel delivery or low pressure or something. tested fuel pressure and had 43+/- psi it jumped to 50+ with regulator vac. hose off. The truck has lost about 5-10 mpg as well. the cat is not getting cherry red or its not rattling. Has had NEW, TPS, O2 sensor, fuel filter, injector cleaner, cap, rotor, wires, various vacuum hoses, and checked for vacuum leaks. this was all before i got to it. it runs decent at idle and hesitates hot or cold.

Any ideas would be greatly appreciated.

    there is a recall   951511  on ignition control module

    is ur code  dtc 211

    prom hesitation stumble
