Help with a guy friend?

I liked a guy last year and I think he liked me back (Idk anymore) b/c he'd always flirt with me and kick me and blame it on someone else, and when I'd walk up the stairs (and he'd be going down the stairs) and was texting he'd reach for my phone like he'd try to take it, stuff like that. On the last day I had class with him the teacher told me to sit next to him for my final and I saw him staring at me a couple times. So on the last day of school I went to the office and asked where his class was and gave him a note saying Hey (his name) I think you're a good friend and I was wondering if you wanted to hang out this summer. My number is (my cell number). (I didn't know his number so I couldn't call him.) He never called and I haven't seen him or talked to him since.

Does he hate me or want to be my friend or what?
