Help with a virus?!?!?

Ok sooo I downloaded this program and it really messed up my comp. anyway, im lucky to even being able to use internet explorer, I have no icons and no start button, i cant do ctrl alt del either,...it says my administrator does not allow it...when i reboot my comp the icons and start button flashes off and on, i cant delete anything i cant even right click on my desktop....i've been able to go to download.com and download a virus remover, i run it and it says there is nothing wrong, or the ones that say that there is something wrong cost like50 bucks!!!! what do i doooo?? please help!

I suggest you use another pc to download the sysclean and the definition file, then transfer it top your computer, boot in safe mode by pressing continuously f8  then select safe mode

Boot in safe mode. Re-start and keep pressing F8 until you go to where you can boot in safe mode. Do the virus scanning here. try ctrl+alt+del if your able to see the task manager click File>New Task then type msconfig then go to Startup uncheck all item that's on the C:\Windows\system32 except for ctfmon.exe. Reboot normally then check.

Its because your logged into the guest account where you cant delete, download or make any changes to the computer, login to the admin account.
