  1. Evaluating artwork is not a easy task such as looking at a painting and saying it stinks with the first glance or that it's great within the first sight.  Some things needs to be considered when evaluating art.  The time frame when the artwork was produced and location is two very good points to consider.  A oil painting from a young adult in a tribe in Africa would capture more interest than my neice's artwork in California that did her painting in third period art class.  Which would stand out to capture interest?  I would think an area that isn't known for using a specific media for artwork.  

    The time the artwork was produced should be considered as well.  Lets take an example of Picasso's Blue Period some of his best painting was done because he was depressed about his best friends suicide.  How he expressed the way he view things during this time of his life...it's amazing!  

    You need distinguish limits of the artist as well.  I wouldn't expect a 10 year old to draw a still life setting using pen & ink as the medium...let alone doing the still life all in stipple.  If there was a artwork like this and the artist was only 10...I would consider them to be gifted.
