Help with craftsman 21' rear drive mower?

i recently got a old gas mower , cables need fixing no problem. put gas in and was surprised to see my precious gas ( gas prices these days ) coming right back out from the primer bulb ! but the bulb did not seem to have a defect, no rips , but a perfect hole right in the middle that looks like its meant to be there ? never seen anything like that before . the hole is right in the center with a little nipple, you can tell it is meant to be there , but why? and why is the gas pouring out through it ? makes no sence ? any help would be appreciated

  1. The float valve is stuck open.  What you really should do is remove and clean the carburetor.
