  1. What can be done depends on many factors.

What country are you in?  Is it a party to the Hague Convention on protection of children?

    The USA is.

You need to contact your foreign ministry.  They have a website most likely and you MAY be able to locate information that way.  The United States State Department is our foreign ministry.  There IS information there on how the USA views and cooperates in respect to the Hague Convention...

Because this issue, as sad as it may be, it is an international issue and falls under the whims of international relations.  How well do the two countries get along?  Do we have bilateral agreements between the countries regarding this issue?

These questions can best be answered by the two state's foreign ministries.

  2. Based on the little information you are offering, I can only suggest that you contact your embassy in Washington, DC and ask for guidance.  If there are existing court orders, have that information available.  If there are parental kidnapping issues, consider contacting the FBI.

  3. What country do you live in ?

  4. In order to answer you accurately you would have to provide far more information.  For example, if your country is a signatory to the international return of the child then there are established procedures protecting the child's interests--including access to both parents.  Where did the divorce occurr?  In your country or the US.  The country of divorce will generally have final say in regards to child support issues and most states in the US have formula that set child support amounts.  Collecting child support may be difficult, but if the divorce occurred in the US you should retain an attorney in the state in which the divorce occurred, or the state in which your husband now resides.  If your country is a signatory to the international return of the child and you have valid visitation rights or you are concerned that your child visiting the father would result in him not being permitted to return then you should seek support from your country's state department.

  5. very difficult to answer. child support and custody are 2 different issues. but given the wording of your question i would assume that the child is with you which precludes a custody claim or the child is with the father which would moot your child support claim.

maybe you can be a little bit more specific as to what your issue is.
