Help with debate????

Question

Help Me! i'm debating Public Forum debate for the first time in FOREVER....the resolution this time happens to be "resolved: the united states should incoyrage the implementation of a soft partition in iraq." basically this means lets have seperate states within iraq for the sunni, shia, and kurds.....i have no clue how to do this! help me please!!!!! site sources if you have them!!!!

Partition will allow the Sunnis, Shiites and Kurds to have their respective governments so that there will be no civil war.  Thus, they can have their own government under their religious practices and traditions.  However, the three distinct governments must be within one constitution and under one central government of Iraq.
