Help with deleting XP AntiVirus 2008. Desktop background?

Ok so my computer got infected with XP Antivirus 2008 and lucky enough, my mom manually deleted it and I don't have anymore pop ups from it or interference with my desktop. The only thing I can't seem to get rid of is the alert message on my computer desktop background.

I have tried to get rid of it by using Symantex antivirus, AVG, FixIt Utilities, AdAware and Spybot and it says that it catches what's doing it and it deletes it. So when I go to control panel the icon that allows me to change my desktop background is there so I change it. However, when I turn my computer back on at a later time, it reverts back to the alert message. It's driving my crazy.

I have tried to go to Run and then type in Gpedit.msc and it let me do all the disabling and what-not, but my desktop background doesn't stick.

I am terrified... literally terrified to go onto my computer and do anything to it or with it... I am freaked out. I'm nervous to try any free downloads online because I'm afraid it will bring in other viruses or bring this virus back.

I need help or advice on what to do and how to get rid of it.

If you could answer two of my questions:

1. How do I get the desktop alert message to go away?

2. If I somehow can't get it to go away, is my computer and my email, financial information, passwords, etc. at risk If I use my computer. I don't have a real issue if the message is there as long as that's the ONLY thing that is there. I just don't want another part of this virus hacking into my websites and info.
