  1. For 12x+27=9y
first divide each side by 9
    now simplify
    do that by factoring.
    (3(4x+9))/9=y
    that equals
    (4x+9)/3=y

I'm not quite sure what you mean about the first problem, but I'll try.
    if you mean (?2a?^2b )+(?3a?^3b )+(?6a?^2b )
    (?2a?^2b )+(?3a?^3b )+(?6a?^2b )
    (4^b a^2b )+(?27?^b a^3b )+(?36?^b a^2b)
    (?40?^b ?2a?^2b )+(?27?^b a^3b)
    (?40?^b ?2a?^2b )+((?27?^b a^2b )(a^1))
    (?67?^b ?3a?^2b )(a)
    (?201a?^3b )(a)
