Help with retaining wall base?

We have been trying to put in a 4 foot retaining wall for our backyard. We are using 16 " 3-way diamond retaining wall blocks and we are having issues with creating a level base out of crushed gravel. Anyone have any advice on how to make the blocks level facing north/south and east/west. It seems everytime we level them out one way, the other way doesn't seem to be level. We spent 10-15 minutes on just one block. We are laying down 45 blocks for the first row. Thank you for any assistance. Oh, and we already leveled and stomped out the base of 6 inch crushed gravel.

  1. after you put down the base of crushed gravel you use an inch or two of stone dust to make a level base.
