How do you design the interface for a site like this one http://www.gormanrupp.com is it through CSS? If so where is a good tutorial to get started with something like this.

The easiest way is just to look at the site's style sheet. View the page source and look for the link for it. In this case: http://www.gormanrupp.com/includes/gr.cs...

A lot of that is done in Flash, but could very well be done with CSS. The W3C is a good place to start (http://www.w3.org/Style/CSS/)
