Help writing a persuasive professional letter? 10 pts!?

I would like to write a letter to my landlord company in regards to allowing us to have cats at the apartment. My basic defense is that many other apartment companies allow this, even ones that are brand new and have fresh everything so long as the owner puts down a non refundable deposit towards the animal (seperate from the initial deposit) and that the cat by spayed/neutered and declawed as soon as they are of age to do so. Can anyone help me write a professional and persuasive letter to them? Thank you sooooo much for you help!

Dear Mr/Mrs Landlord person

This letter is in regard to allowing cats to be kept in the apartment, I feel that it is our right as tenants to keep pets such as cats in the apartment, they will be well maintained; Sprayed;neutered and declawed as soon as possible, as well I would be sending you a non refundable deposit towards the animal, during the day the cat/cats would be kept inside the apartment and will not be found wandering around the building at any time. So I feel that it is my interest and the interest of like minded tenants to allow pets to be kept in the apartment for a small cost and if they can be maintained.
