  1. I agree with jplatt39 in that "him" refers to each and every lord of men referred to here. Unless, of course, the original text had the word "Him" capitalized in which case it is a reference to the Christian god.


  2. Him means every lord that was mighty of men.  In other words, you can paraphrase this very roughly as, then the kingdom was fragile, for every commander of a large army increased its strength, and many wanted to be king.
