No, it cannot. first of all, for geographic reasons and second because they are scared to admit countries that have a majority of muslims or hindus. Just look at the opposition against Turkey joining the E.U. for example.

It's like saying Australia or America can be in the EU, since, hey, a lot of us came from Britain and we speak English.
