Who thinks that the writers didn't think out the progression of Phoebe's powers?? I mean she get premonitions, The next step is Levitation??? Come on There is a few ways they could have gone.

she needed an active power. levitation sounded good.

Levitation uses the mind.

I'm not sure but I think they did ok with Piper's powers.

But think about Prue's hers was telekinesis and she also had astral projection. Paige's are what a whitelighters should be.
