  2. This will sound strange, but not neccessarily.  

    Yeah, NTSC is the standard used by countries who run 60hz power.  But, believe it or not, I've run into tv's in Iraq that could take 50hz or 60hz power, 110 or 200volts but did not have NTSC video capabilites.

    But, 95% of the time, yes.  You do have to go in and change the input settings usually, but most tv's that can take 60hz power can also take NTSC video.
