Hey if we did this in P.E. (physical education) last year...?

in the last year of p.e. we played a game called warball and the teacher said we were allowed to hit anyone in the balls and face. so what should i do about that? should i tell my counselor about it?

oh and i was in the 9th grade when this happened im going to be in the 10th grade after summer break and i think we're going to have to play the game again for the next school year

Or you could all gang up and nail your PE teacher in the balls and face.  Then, maybe he'd change his rules.

If that isn't an option, yes.  Go to the administration and have your parents demand that your teacher make rules that at least keep you safe.  I understand that team sports can result in injury - I received plenty of them when I was in school - but it's your teacher's responsibility to at least make common-sense restrictions to prevent injuries like that.
