Depends on the amount and quality...

low grade plutonium is obtainable, however you must be license to handle and be backed by either a research university or inst.... and techincally you would not be buying they would have to buy it for you...

now if money is not an issue, the overseas black market is a possibility, however its is almost impossible to determine the validity of the plutonium they are selling

Unless you are a recognized government in the United Nations or an energy company with a nuclear reactor - I don't think you can.

That said, you can probably goto Russia with a few million and buy as much as you want on the street corner. While you're at it pick up a truck of AK-47's and a couple of those heat seaking rocket launchers - and yeah, pick up a Mig or two while you're there.
