If you're talking about a shammy used to clean cars (actually chamois, a French word), it is used after washing and rinsing the car, to dry it.  Start out by thoroughly wetting the chamois, then wring it out as well as you can.  Lay it open and flat on the surface of the car, and just slide it over the wet areas.  It will sop up unbelievable amounts of water, and leave the surface completely dry.  Wring the chamois out, and do another area the same way.
