Whenever we send flowers over a long distance we use interflora. They have seperate websites for different countries so I googled for you and you can pick which one for your country, if it's there.

Flowers are outrageously expensive.  You would do better to hire someone on Craig's List or from a temporary staffing firm in the area you live in.  Similar to singing telegram style.

You can call a florist and have them put a bouquet aside.  The temp picks it up and delivers it to your family.  That would cost you roughly $20-30 depending on the bouquet you want to send.

There are hundreds of flower sites.  1800flowers, proflowers, just do a google search.  But good luck finding any arrangement on that site that is less than $100 each.  If you have 20 family members, that's a small fortune.
