not sure about canada but what we did, since my wife is mexican and talks to her mom all the time is i got vonage and added a virtual number from mexico city. that allows my wifes mom to call that mexican number and have it ring here...when my wife leaves the house, she forwards the calls to her cell phone (sprint). even when we travel in mexico, we use our sprint phone...we get all calls whether they originate in mexico or the u.s....   while my wife can call her mom's house/cellphone, she'll usually text her mom's cellphone telling her to give her a call back....its cheaper that way.

You should get a long distance calling card and you will pay 8 cents a minute to La Cuidad de Mexico.

They are available at most corner stores.

Rogers has good but expensive rates.  I took my cell to Acapulco $2.50 incoming and $3.50 a minute calling Canada
