  1. Grommet is bad. Go to the hardware store or Walmart and buy a pack of replacement grommets. The grommets I use are red. Shut off the water and open the faucet to drain it. Use a pipe wrench, channel locks, or other large wrench to hold the body of the faucet, and use another wrench to loosen and remove the large nut under the handle. The reason why you hold the faucet body with a wrench is so you don't break it off from the pipe, as sometimes the body is not properly anchored. Replace the grommet with a new one, but the faucet back together, and turn on the water and check for leaks.

  2. If the tap is  dripping out of the part that you hook the hose to you can either disassemble the sillcock  like the fellow before me suggested  or do something as simple as s***w a cap on the end when not in use . they sell caps with the same course threads  as a hose connection  . Do you have a frost proof  hosebibb  or is it just a simple old fashioned sillcock  that gets turned off and winterized each year ? As they can be slightly different to repair .

  3. Absolutely. If you look past the faucet handle, you will see a large nut. This is what tightens the faucet assembly to the body of the valve. Once you have the water shut off, you may remove this nut, ( it may be on quite tight), Below this you will find a rubber grommet, probably with a s***w in the middle.  Remove the s***w, and the rubber, go to your local hardware, replace the rubber, and reassemble. Easy, you can do it!
