I have a cell number from Guadalajara (Telcel), you have to dial 01152+ the area code (Guadalajara is 33) plus the number (Guadalajara cellphones are 9 digits) and thats it... you can call that cellphone...

You have to dial:

011 for international access

52 country code for Mexico

1 to indicate calls to a cell phone

33 city code for Guadalajara

xxxx-xxxx telephone number (8 digits)

In other words:

011-52-1-33-xxxx-xxxx

I am assuming you have to dial 011 for international calls from Puerto Rico, I do not remember if that is the case.  The rest I am very sure.

Being that P.R. uses 7 digits as the U.S. you dial:

011 - 52 - 000 - 000 - 00000

011 = International Code

52 = Country Code

000 = City/State Code

0000 - 00000 Person's Cell.  

Notice, cell phones in Mexico tend to have 1 or 2 digits more than regular land line phones, and in sometimes there may be no reception, so be ware of it.  Or call your local operator ask them for the access codes and numbers.
