hi, i have an old 1982 victa 11hp all steel 38" cut ride on. the problem????

the cog at the bottom of the steering column is very lose, therefore am unable to turn left. there is no purchase there. do i have to pull the motor out to get to it or is there a better and easier way?. thanks
