If you are talking about the Sims 2 you can't. The DeleteAllCharacters cheat does just that, deletes all characters. You can't meet a new friend because there aren't any. Your only option is to use a boolprop cheat to create new townies. If you have the Inseminator you can create your own townies in create a sim and use it to make them townies.
