Cleaning companies usually mean industrial or commercial ,, whereby it is either factories or shopping malls.  

It is also associated with the safety industry , and spillage controls.  

A small cleaning company , means you only have one customer in one mall ,, for any of the combination , toilets , floor , maintenence , landscaping.   If you can talk to agents for 3M or Karcher.  They sell the tools.

The use of chlorine tablets may or may not be allowed.

first of all, you need to register your business. get to know some boss of coffee shop,hawker,school, shopping mall,condo... you need to know which area of cleaning you want to do. then you need to bid for the project. depending on the area you want to do, then set aside budget for the cleaning equipments, like machine,gloves,detergent,plastic bag, uniform for cleaner...

then find enough cleaners, depending on their experience paid their salary. get a good supervisor to supervise cleaners so you can go and bid more projects. expect to cover your lost or make money in 3-6mths time, most importantly build rapport with bosses of different area of cleaning projects so that they will introduce you to other projects and minimise complaints (often new company will get complain like cleaners not effecient or not clean enough. yup and also advertising fee if you got no lobang to get cleaners.
