You would need to hire an attorney who secializes in visas and work permits, an agent is not qualified in that area at least none of the ones I know!! All agencies represent foreign actors as well otherwise they'd get sued for discrimination, it just depends if that particular agency is interested in your look and style so you'd have to consult with more than one. They can assign you to an agent who specializes in foreign film or clients who want foreign actors for example but that's a small field so they would also be representing 'regular' actors.
