  1. 11 Watts means it is transferring 11 Joules of electrical energy into light and heat energy each second.  The 15 Watt transfers 15 Joules of electrical energy each second.

    If as is likely these are energy saving bulbs then they transfer a greater percentage of the electrical energy into light and less into heat when compared with a 'filament' old fashioned bulb.
