Cheapest is usually Ryanair, but note that it flies from Charleroi which is 40 miles/60 km south of Brussels. There is a shuttle bus that leaves from the Gare du Midi (the main Brussels train station) to meet every departing flight, it costs 10 EUR and leaves 2 or 2-1/2 hours before flight departure.

More convenient because it flies from Zaventem, the main Brussels airport (you can get there from Brussels in 15 minutes by train) but more expensive because of the higher airport tax is Brussels Airlines.
