Hi all, I would like to know that if a translator canaccompany someone during a visa interview in USA embassy?

The applicant is going to have an interview in Germany and she does not know German and knows basic English.

Basic English may well be good enough. However, the translator may go. It can sometimes create a problem with the security people at some embassies, as they don't always like to let people who aren't being interviewed in. Germany, maybe not, but it wouldn't hurt to call ahead and ask, just in case.
