Hi can I transfer or register a car?

Question

(my sisters) in Michigan to my name on an international driver license? I have my temporary permit , and still 20 more days before I can get a permanent license.

An international drivers license has nothing to do with transferring  a car to your name.  I don't know about Michigan but I know of no law that says you have to have any type of drivers license to own a car.  You only need a drivers license to drive a car not to own a car
