yes but how to do it i don't know, i used to be a auditor for a pretty large firm our tool was a usb flash drive my job was to randomly pick some one and plug in the flash drive it automatically started up a program and ran a diagnostic on the computer saving every thing that person had been doing over the last six months on the computer it was pretty amazing how it worked I have no idea but the auditing kept people from s******g around at work

Yes , google for configuring "flash autrorun.inf" file. the autorun is used for starting the application once the pen drive is plugged in. Though these files are generally meant for viruses, you can modify them for opening a webpage.
