Hi frenzz. i like to share my idea on keeping environment clean frm various disasters ,"Green clean card" !

Question

this green clean card is similar to a "ration card" every house must have this card,evry people must plant atleast 2 trees or any saplings n hav to check whthr they keep their surrounding clean or their loacality clean. if not their "green clean card" gets a red mark ..if the marks exceeds 10 they must pay the penalty of 500 rs....can govt introduce this system? pls gimme ur suggestions frnds.............

Why aren't you doing this?  If it's a great idea, why don't people do this on their own?  Why do they need gvmt to force them to do this?
