They saying that my friends won in YAHOO Lottery promotion for the year of 2007 introduction of the new yahoo BETA email they said they select 9 candidates annually as a winners through electronic balloting system - is this true???

This is definitely a phishing scam.  Never give your personal information via the internet or the phone.

Firstly, any email/letter from a bank/lawyer/yahoo about winning a prize or money is almost certainly a scam.

Capital One only issue credit cards in the UK, they don't have bank branches.  A quick search on the address you've given shows that it is a branch of the Nationwide Building Society.

This to me supports the theory that it is a scam.
