I think it depends where you dine.

I havent been on the Destiny but am working for a cruise specialist.

If you dine in the Seven seas restaurant, they have full waiter service so I should imagine it is going to be fairly formal like shirt and tie for the men, it hasnt got to be a full penguine suit. Women can really get away with anything these days on the cruise, aslong as they are quiet smartly dressed.

Other than that you have got the Lido Cafe, which is a self service buffet which runs 24 hours a day. They have a wide selection of dishes there. That should be fairly informal. Obveously no track suits allowed hehe.

Also I would try the Buffet Magnifique, they only do it once a week but it is supposed to be amazing.

If you are going to attend the captains cocktail party then I would probably recommend a dress for the night and suit for the men. luckily this only happens once a week.

They also have 24 hour room service.
