Perhaps, we should be clear on your nationality and if its in the Philippines where you'd put up the business.

If it is in the Philippines and you're not a Filipino by nationality, then R.A 5455 may apply.

That law provides that : "requiring that the doing of business by non-Philippine nationals should contribute to the sound and balanced development of the national economy on a self-sustaining business."

That is why DTI or BOI agencies might ask the Chamber of Commerce, or the Lions Club for a referral.  If No objection is noted, application is approved.  If not, it is denied on Section 4 of the same law, telling you that "to approve would run counter to the provisions of the law."
