are you referring to an RM250?  and exactly where are you seeing the steam / water / oil blowing out of ... like what area or part of the bike???

could be several different areas.  have you recently washed your bike and possibly gotten water down into the exhaust pipe blowing either out the back end or where the pipe connects to the cylinder?

could be a bad radiator cap or a loose hose clamp or bad hose.

could be blown head gasket or a waterpump water & oil seal shot to allow water into the engine...

need a bit clearer idea where you are getting this blow by to give any better answer or approximation...

I am no expert but if your bike is water cooled you may have a leaky head gasket or when you wash your bike you are getting water in the exhaust pipe but your bike sounds like it is having some potential fatal issues.
