do you mean a vacuum? or do you mean an air ionizer?

A vacuum can solve that problem, if you're going to just "blow" the dust then the dust will be just blown to another spot. If you use vacuum then the dust is suctioned and contained in the dirt bag. Get a bagless vacuum so you won't be spending regularly on vacuum bags.  Bissell is a good brand. The vacuum comes with a hose and on-board tools/ attachments for above the floor cleaning. My Bissell vacuum has a turbo brush that I can attach to host and clean the couch.

Before you sweep or vacuum your area, be sure to wipe the areas with lightly wet rugs so that when it's time for you to sweep the floor or vacuum, no dust will settle again on the same areas and so that you won't inhale the dust, too.

   I have seen an electric powered device that serves as a vacuum cleaner ( for the dust ) and a blower ( for the mist ).  

   Its marketed as a vacuum cleaner.  However, if you attach the hose on the back end - the device becomes a blower.

   I don't know if this modified vacuum cleaner is available in the city where you live.  I saw it inside the SM malls in MetroManila.
